Meta Tags are the first step in web site promotion. Search Engines read and index meta tag information and when you search for a site it's the title and description which appears in the search results. It's recommended to just put meta tags in the front page of your site. Putting meta tags in every single html file on your site is excessive. Effort is better spent writing articles because the words in the articles will be indexed and your articles will show up in search results. Used appropriately Meta Tags can help target your marketing efforts to reach people in Japan.
Please note, much of the advice given here is often not discussed in the main stream and is learned form experience and ol' fashion trial and error.

The Title, description, keywords, and charset tags are the minimum. It's recommended, for pages in English or Japanese to use the shift_jis charset tags at the top of each page. The keywords and description tags are only really necessary on the first page of the web site. Eventhough the charset tag is meant for the browser to show the page properly it also indicates which part of the world your in. The rest of the meta tags listed are optional. The revisit-after tag is to trick search engines into thinking the site has constantly changing information like a news web site. However if you page never changes the search engine will quickly figure that out.
Take a second to approx. count the number of times the phrase "Meta Tag" is used in this article. This is the second step after Meta Tags. Every web site should have content to attract visitors. Writing lots of articles on a variety of subjects is the best way to attract traffic and generate sales. In those articles, search engines will notice the use and reuse of keywords. So after a few months by searching for Japan and "Meta Tags" there is a good chance this article will appear.
Link exchanges are an often neglected method of marketing. An important point which is frequently missed is that putting links to other sites is more important than having them link to you. Shock of all shocks... This goes against common sense. However search engines, news sites, link exchange, banner exchange and portal sites all make it easy to find other peoples sites but do minimal to promote their own site. Why? Everyone they link to has content which attracts web traffic, so by linking to many sites then a site with only links is actually providing a useful marketing service.
